| The report ranks Texas the lowest with per capita tax collections of $1,316, South Dakota 2nd lowest at $1,322 and Alabama 3rd lowest at $1,426. The national average is $1,884. States with the highest per capita tax collection were Hawaii at $2,838; Connecticut at $2,730; and Minnesota at $2,649. | |
